In the recent meeting held with the franchise owners, most of them asked BCCI to bring up a rule to punish the players who withdraw after being selected for an auction. Franchises spend a lot of time working out their auction strategies. However, when a player pulls out due to different reasons, the franchises tend to lose balance. Most times, players pull out because of their low salaries.

He gets sold at his base price and then, he never turns up to play. Anyways, his stocks have reduced and he might not get a big bid in the future. Therefore, he might not enter the auctions in the first place.
3) Ben Stokes
For Ben Stokes, all of it depends on his frame of mind and fitness during April and May. Therefore, it is a risk to be in the auctions, get selected and then not turn up. This might disturb his future IPL career, as well. Therefore, he could make a conscious decision until he runs out the current contract with the ECB.
