Slow over-rate in IPL

An over rate is defined as the average number of overs bowled per hour. As per the IPL 2021 Playing Conditions Clause 12.6, an innings has to be completed in 90 minutes. This also includes the strategic time-out intervals and the 20-minute break in between the innings. The unexpected stoppages are included in Clause 12.7. Some of the intervals that are considered are those due to treatment that is given to players, umpire reviews and time-wasting by the batting side.

Later, after the end of the game, the officials calculate the over-rate for both teams. If the rate falls short of the standard, the captains are imposed with a fine. The repeated offence could also lead to a ban.

It is a common occurrence in the game right now

Not only in the Indian Premier League, but the occurrence of slow over-rate is also common in world cricket. Especially when teams have a lot of fast-bowlers in the XI, it is obvious that there could be slow over-rate.

While fines are okay, a few are not happy with the banning of captains. Instead, options such as forcing the team to have a lesser member on the field for a fixed period of time are being considered. This will avoid the problem of captains who try to complete the overs by forcing the pacers to return quickly to their starting point or by employing spinners although they may not suit the game situation.
